The SharedCare plan is an initiative of HealthMatters of Central Oregon is made possible by numerous community partnerships, the passage of Oregon State Senate Bill 862, and federal funding received through the Oregon Department of Human Services' Office of Health Policy and Research.

Working with a diverse and committed group of stakeholders that represent health care providers, hospitals, insurance companies, community leaders and business owners, HealthMatters of Central Oregon developed SharedCare in order to give small business owners in Crook, Deschutes & Jefferson counties the opportunity to provide affordable health care benefits to their uninsured, lower-wage employees.

The SharedCare Plan is not insurance and will not compete with traditional private insurance companies. Instead it is a health coverage plan offered through small businesses to provide access to health care for the uninsured working residents of the tri-county region who do not have access to and/or cannot afford traditional insurance, but who are also not eligible for public health assistance programs because their incomes are too high.
